BAMI-I extends its heartfelt congratulations to William “Bill” Shook on receiving the inaugural NASSCO Lifetime Achievement Award at NASSCO’s 50th Anniversary Annual Conference. Bill first became involved with NASSCO in 1986 and has remained consistently engaged for nearly four decades — a record of service the association has now formally recognized. We celebrate this honor with him.
But for those of us at BAMI-I, this moment is personal.
Present Since Day One
Bill Shook has been part of BAMI-I since its founding. For more than twenty years, he served as Board Secretary — a role that demands consistency, precision, and a genuine commitment to institutional health rather than personal visibility. He brought all three. He reviewed budgets with the same rigor he applied to industry standards. He kept records when others moved on. He provided continuity through every transition the organization went through.
He now serves on BAMI-I’s Senior Advisory Board, and his institutional memory remains one of our most valuable assets.

A Mentor, Not Just a Board Member
Bill’s contribution to BAMI-I has never been limited to governance. When Wei Liao joined BAMI-I as a newcomer to the American infrastructure industry, Bill was one of the first people to offer real guidance — not pleasantries, but substantive advice on how to build something lasting in this field. He shared his experience freely, asked hard questions, and stayed engaged through the process. That kind of mentorship is not in any job description. It reflects who Bill is.
His dedication was never transactional. In his own words: “It’s an honor to serve BAMI since its inception. It’s amazing when you think of the progress that has been made and the industry recognition of its success.” That sense of pride — and ownership — is what twenty years of genuine service looks like.
The Lifetime Achievement Award is the industry’s way of saying what BAMI-I has known for a long time: Bill Shook is someone who makes every organization he touches better.
